interfere with the business of these people and the small addition to the number of Germans already at Canton appeared to

be immaterial.

Major-General Kelly also objected to some German Missionaries proceeding to the Canton District and to Mission

Stations at Sheklung and urged that the question should be

referred to you. This necessitated my telegram of the 30th

October, copy enclosed.

As no reply was received to my messages of the

8/s 26th October the Germans who wished to proceed to Shameen have

gone to Shanghai, and the other questions referred to in the first of the two telegramms have been solved to some extent by the following action on the part of the German Community who seem to have feared expulsion from the Shamień: –

(a). All German merchandise has been removed to Chinese soil

close to the Shamien.

(b). Those Cermans who occupy houses the property of their

firms continue to reside on the Shamien.

(c). Those who occupi leased houses have migrated to

Occupy

Chinese soil.

(d). The German Consul has removed the Consular property and

archives to property belonging to the Basel Mission outside the Shamien, but continues to reside at the

Consulate.

As no answer has been received to uy telegram of the 30th October I have arranged with the General Officer Command- 4204 ing that the two Missionaries and two others who had been refused

permission to leave should be allowed to proceed.

Major-General Kelly entered his protest against,

while acquiescing in, the arrangement.
